cutscene fps tanks + audio out of sync
I just got the game and......it seems to be broken - there are periods where the fps drops to the first digits even in main menu and the cutscenes as a result are very out of sync with the audio....what could it be ? I validated the game files,turned vsync off and on , turned dx12 on and off and nothing

Are you using hdd? I got that desync when my hdd is under heavy load

I installed it on an HDD and then moved to an SSD and opened the game

I had the same issue on my old computer, as soon as I finally upgraded it it was fixed. Maybe you are really close to the minimum specs.

Its not the problem -
i7 8700k
gtx 1070 8gb
16gb ram

If it's only cutscenes then updating audio codecs could be worth a try.
If your motherboard has specific ones use them otherwise try the realtek ac97 ones, they work with most motherboards,

The main menu has slow downs as well when opening the game (sometimes) so it has to be something else ....I will try to test the gameplay

Then the usual update drivers, update directx and see if that helps.

Ive came to the town. So far.....the slowdowns only happen during cutscenes and the game title at the beginning . Really takes me out of the moment

Problems won't magically go away, your action is required.
However make sure this/any game runs on your grapic card in the nvidia tool.
3d setting->opengl render gpu> set it to your 1070 instead of auto.
As for vsync (same menu) you can try different types there.
Also check your power profile as that was the drama of last months windows update
and a lot of people where running on powersaving settings without changing anything themself.

nothing seems to help . The fps gets all crazy only during cutscenes - I test the opening one at my character's gallery and every time the hunters go into the light the fps drops to the 2-5 fps for some time

Why did you do this? The fact that you randomly moved your install location might've borked something up. I recommend completely uninstalling the game, and then reinstalling it on an SSD.

No clue what it could be then. Since it happens in the main menu and cutscenes I was fairly certain to be a read/write issue with the storage device. Could also be massive heat throttling, or some kind of sleep state your cpu is going into, no way of knowing without diagnosing it yourself with monitoring software.
