Divine blessing means less damage taken, meaning you need to recover less health, or you may survive an attack that would have carted you.
Recovery up means your heals are stronger, so fewer potions/less time spent on healing. You can simply use a potion right away instead of waiting for your health to recover naturally on its own.
Defense boost is bad.
Recovery builds go crazy on hunting horn. Their healing song stacks with recovery speed and immunizer, creating a cheat mode of endless healing. Try it out, it's pretty silly.
Divine blessing is kind of the opposite. It has little value against small hits and shines at saving the hunter from big hits. Ranged classes get a lot of utility out of it, and it does very well with endgame fights. DB does not have any cooldowns or protection caps, the more damage you take the better it gets.
Divine blessing I probably wouldn't use outside of lvl 5 and defense boost is just too weak an improvement to take over other defensive skills.
Recovery up - no reason
Defense boost - never in iceborne
Divine blessing 1,2 or 5 - chance to prevent oneshots if you're using ranged weapons
I value evade skills much higher than any of those
and of course health boost
Divine blessing 5 can spare you from carting to endgame monsters an awful lot if you can spare the slots for it but short of 5 points it does not proc often enough to be an essential skill.
Recovery Speed can give you some decent red health recovery and improves Vaal's HP regen armor skill noticeably but more importantly having points in Recovery Speed will speed up your healing from the Wide-Range effect when someone else is healing you much like Speed Eating although Speed Eating also speeds up healing you give yourself from potions, etc.
If you stack every possible DEF skill possible you can become virtually invulnerable fighting most monsters in the event that you wish to prevent carting when playing with a team for some reason and you don't need ATK boost skills to clear hunts with master rank gear provided you are not fighting endgame monsters, tempered, etc.
Recovery Up is a nice addition to a build with peak performance and a weapon with health absorption modifier: it allows to quickly activate peak performance again in case of mishaps. Always use it in tandem with peak performance, if you can slot it in your build.
Divine Blessing is imo, mandatory only against Fatalis, where you need all support you can have to begin farming him. Outside that particular fight, tho, I would not recommend its use. MAYBE vs AT Velkhana, but in that case and especially after enough hunts, I prefer to fly on the razor edge and fight Velkhana in a high octane adrenaline situation.
I've never used Recovery up tho. Health Boost, Divine Blessing and Max Pots are enough.
