1080p medium probably with frame gen on.

It'll run. Might not be the best performance, but it'll run.

It's gonna have that classic Capcom optimization so it's natural to be worried, but I think with your stuff you're fine

It'll run fine if you play at 720p on lowest settings

Do you think they will optimise it further on release compared to the beta

Judging by how little time there is left between the release and the beta? Unlikely. Three months might sound like a lot of time, but a quarter is a really short timeframe in software development.

Also the performance issues from what I understand don't stem from some surface level problems that can be optimized with a little bit of dev time. They are deeper, related to the performance of the Engine itself. In short: RE Engine is not suited to handle games on this scale. We could already see this with Dragon's Dogma 2, same issues there and they haven't been able to do much about them after release. It will almost certainly be the exact same story here.

Maybe we will see some small patchwork done that will give people some extra frames here and there, but don't count on anything groundbreaking. It's unfortunately an increasingly popular trend for game devs to rely on modern performance improvements such as DLSS for their games to run AT ALL. It was supposed to be there to enable people to punch above their system's specification, instead companies are now paying even less attention to how well their games are optimized, because people can "Just use DLSS".

while open beta test

5600
6650 XT

1080p LOW-HIGH(no difference) | 45 fps no frameGen, 60+ fps with FrameGen
1080p ULTRA | 35 fps no frameGen, 60+ fps with FrameGen

better then i expected.

as long as you dont intend to run 1440p or higher, with high settings it should work. Try lossless scaling in case you want to improve frames and smoothness if the fg implementation is not good.
