Edit: Sticky shots already show what happens when you don't properly balance the stun value. I feel like this is the reason they made Fatalis immune to stun too. It seems to indicate that they do realize how much they ♥♥♥♥♥♥ up those shots.
Hammers will always be blunt damage - the day they make a Hammer that can sever tails is the day I never use anything else again, ever.
There's a bunch of other Hammers that look like they should be able to sever, the base model with the triple blades is one of them yeah, but there's also some like the Guild Palace Hammer which looks like a halberd tip, and stuff like that.
