Why can't I find my Poogie in Seliana ?

I already have this game on PS4, so I know that the little pig should be in Seliana too but on PC, I can't find it. I searched everywhere. Can someone help me, please ?

Are you far in the story? I don't think it appears in Seliana until you get far enough.

Poogie should be near the right of the job board usually but it does move around.

Believe me, I looked everywhere. As I said, I already played this game on Ps4, I know where to find it but it is not there at all.
