How do I make my character shirtless in view mode?

If you have the Buff Body Armor you can put that on.

If you mean completely shirtless, there's only 2 armors/layered armors that do that.

The Thermae layered armor is one. It is from an optional quest in Iceborne if I remember correctly.

The other is the Buff Body armor and Buff Body layered armor though I am not sure how to get the layered one (I think it's not out yet?). The armor is from an event quest in Iceborne.

Layered armor is skin. Armor is actual armor and comes with its own stats.

Otherwise, you can't really go shirtless beyond the casual wear you selected at the character creator.
