Been there and done that, at that point I pretty much experimented many weapons on end game monsters like Kulve, Ala, Fatalis, and Safi'jiiva and SnS was one of them, basically just stack up frostcraft along with some partbreaker 3 and use aerial attack for straight slash, also there will be some openings where Safi stands up for a while to utilize the perfect rush and make sure to trip him down at first phase as well.
Was it difficult? Not really, just quite time consuming.
Was it fun? Not much, after all Safi isn't quite a very fun monster to begin with.
Was it annoying? Just like every other weapons (except notably slash HBG, LS, and IG for obvious reason), cutting Safi's tail is always annoying, not exclusively for SnS only.
That's why I am not sure why you specifically pick Safi as part of the challenge, because most weapons also faced the same annoyance when dealing with the tail, and I am speaking from experience..

I saw pepole do insane damage with sns , same as I can out damage 98% of pepole I play with in safi sessions when using gunlance.

SnS, has a hard time reaching monster tails.
I rather click my weapon 1 time and deal massive damage, than having to click 30 times to do half the damage.
SnS is like trying to cut down a tree with a kitchen knife, yes, if you hit it 10 thousand times I'm sure you can proudly tell others "it's so easy", but I'd rather hit it 10 times with a mighty axe and get the job done.
SnS is weak, but people who main it, are very hurt by the truth and get very defensive and angry, which is a pity.

I rarely ever cart, and can count my failed quests on one hand I believe.
I think clawryuken for ammo/breakage, into slinger burst comboed directly into perfect rush is godlike personally. Once you know a fight you just bob and weave with the occasional block and wail on everything non stop. Even though I'm apparently using the redheaded stepchild element, this weapon has easily carried me through the game.
I don't stack any crit either. Just waiting for the game to force me to take more power, as long as I don't need it I won't use it.
Edit: Oh I stopped at tempered elders too in the event category, my bad. Was kinda playing like crap the night I tried Vaal Hazaak and it was doing a lot of damage to me as a result. No idea if I could have met the damage requirements honestly, I should try again before I get my next weapon upgrade, have a bit more armor now too.
