No, you cannot directly craft the kjarr weapons. You have to go through the kjarr alchemy at melder.
A note about the kjarr melding: if you aren't getting what you want, make sure to sell at least 1 of the 3 things melded. This will increase the odds of you getting something you don't have/rarer on the next meld. You'll notice that you get a sort of sparkle or shiny animation on your next melded batch; if you sell nothing, the 3 slots will simply appear.
Additionally, assuming you do eventually end up with several materials in general, use the dragonsphire gem on actual weapon upgrade (full meld or full upgrade). Meanwhile, burn all the nuggets (10 points at melder, 1 point on upgrade) on the melding part. Won't matter after you get everything you want, but should lower how much you need to farm. Assuming you do want several elemental weapons.
I'm not sure if i'm following up. By selling the weapons, you mean selling it for zenny or is there another way to "recycle" those weapons to get materials?
Yeah that's what I meant, should have clarified "sell for zenny while still in that post-meld window". If you do that, the next batch you meld should have the "sparkle" animation, which seems to be an increased chance at weapons you don't have or at least have less copies of. Took me a long time years ago to realize that was what was happening, and why I didn't get certain weapons despite having over 10 copies of several things.
Note the window does list how many copies of a particular weapon you have as you hover over them, so just sell any that you have more than 1 of. Or 2, if you really want to keep a high rank version for some reason.

I don't currently remember whether that's across melds or per meld option; and it's plausible that selecting a different option cycles the set more or less, but I don't have confirmation right now whether it does or not.
Seems like a fairly short test though.
I was curious myself to see, so I did the quick test.
Load up save file, melds of no sell, only golden nugget+ used to keep things consistent:
kjarr buster decay, kjarr slicer water, kjarr hammer blast
taroth pipe paralysis, taroth hammer thunder, taroth hammer thunder
taroth hammer water, kjarr glaive crusher, taroth blitz support
kjarr assault rage, taroth blaze sleep, taroth crest sleep
Replace and reload save file and try again with selling:
kjarr buster decay, kjarr slicer water(sell this), kjarr hammer blast
taroth pipe paralysis, taroth hammer thunder, taroth hammer thunder(sell)
taroth hammer water, kjarr glaive crusher, taroth blitz support (sell all)
kjarr assault rage, taroth blaze sleep, taroth crest sleep
So, I'm completely and 100% wrong and it is in fact just seeded RNG, with no way to change it.

Yesterday i farmed all day, trying to get the Kjarr Sword Stream, and still, i couldn't get it.
What i've noticed is that most of the times, the game doesn't even include longswords on my loot. I was getting everything else, except longswords.
I wouldn't be surprised if it's like the game knowing what is your main weapon and lower your chances of getting it, since it already tracks your weapon playtime.
Which additionally (re-)confirms each meld option is tracked separately.
We do know meld results are from a sequence at least as old as your first meld of that option, and it would take a lot of quests to change the record at that point.
I think I didn't get Kjarr (CB) Ice until, maybe, somewhere around the 100th meld. Which, yeah, one out of hundreds of (weighted) options. At least Kjarr meld doesn't include the lowest rarity in its pool like Kulve meld does.
