As long as you have the relevant tickets, you should be able to craft the sets.
If you can't wait until the event rolls around again you have two options that I know of. The first is a MHW save editor, just load up your save game and add 5 VIP Joyful tickets.

The second one is a mod that makes all layered armours available without the material cost, though they still cost RP to craft if you get the normal version. There is another version that makes them entirely free.

If you use the mod manager to install the mod you can easily remove it (and the dependencies) afterwards with a single click.

I'm pretty sure that I have the VIP tickets, I mean I have some VIP tickets but I don't see the thing. In the end I've downloaded the mod.

If you have the tickets and can see the layered armor menu with tabs for low/high rank, and for master rank, then you should see the armor somewhere in one of those lists. If you see those lists, but not that armor, then something else is interfering. When you have the lists, and at least one correct material from the set, you should see the item and if more materials are needed.
