I'd also say Alatreon's SnS to start, and that's strictly from the better sharpness. Once you have Fatalis' armor set, his SnS is probably far better. Unsure about how helpful master's touch would be for Fatalis' SnS with how low it starts in affinity by default.
The best anti Fatalis build is the one you are most comfortable with though. You have a mix there of offense oriented and defense oriented full sets. And there's no way to know anything about how aggressive you are, how safe, how fast you learn, etc.
That said, if you have slots on your mantle, put "heavy artillery" onto them so the ballista does more damage, and of course use the mantle while firing it. You should be able to use it twice in the run, and that will help.
The rest though, it really depends. Evade extender can give you more leeway on avoiding various attacks. Fire resistance/ heat terrain guard might stop you from being lit on fire, which may keep you outside of 1 shot range later in the fight. Divine protection may save you on occasion from a near guaranteed 1 or 2 shot. Maintenance to reduce tool cooldown may give you the necessary breathing room to learn better/ fight with less pressure. More damage will make the fight shorter.
No combination of these are going to save you from Fatalis' damage, or damage requirement to win. At least not in full.
Go in to the fight with the expectation you are absolutely going to eat ♥♥♥♥ for awhile. So with that, focus on learning what those attacks are and how to avoid them with certainty. All while getting your hits in, including how to hit the head.
It may help for the purposes of learning to ditch your cat. Just to take any form of random/erratic movement out of the equation.
