Weird, I just bought the dlc for iceborne but it's not downloading the dlc

I just bought the dlc for iceborne dlc and strangely it doesn't start to download the dlc..

That's because everyone has Iceborne's content and its changes whether they've bought it or not. You just can't use Iceborne's features if you haven't purchased it.

iceborne is included in the initial download, buying the dlc just unlocks it.

The game has Ice-borne data content in the initial download so people who have the gear and move-set from the expansions can play whit people who do not.
Most multiplayer games work like this. Although games tend to download the stages and cut-scenes you cant access separate after you buy the DLC. Guess capcom didn't want to bother whit that.

It's included into the base game install. You don't have to download it separately.
