gathering hub
why do you have to be at the gathering hub to do safi'jiiva? why cant you just get the quest from the handler or quest board? also why do you have to visit the gathering hub to unlock whatever festival is currently active?

Of all the things, you pick this hill to die on, Its a non issue just go there... Its a better area anyway, it loads quicker than the main town and everything is close by.

Wait, the seliana hub has access to the research center... its that dopey guy sitting there.
The blacksmith is there too, but only on paper... you have to go downstairs.

Eff the Steamworks... You have to wait a day for them to give you a gold print.

Blacksmith can be accessed by walking through the door by the steam room (which is off near the hot spring - it leads down to a second instance of the Blacksmith that's within the Gathering Hub, so no load screen to go down there).

Your garden can be accessed by a guy near the balcony to the right (the right when facing the same direction you entered by), he also provides access to the Argosy whenever it's in port. Look for a guy sitting on a stool with a few baskets next to him (which will fill with items as your harvest box gets more and more full). Near one of the hub's item boxes.

Of the three places you mentioned, only the Steamworks is inaccessible from within the Gathering Hub.

EDIT: The resource centre can also be accessed from a girl at a desk on the opposite wall from the quest giver and arena quest giver's counter.
