Since poison damage doesn't scale at all, its effectiveness diminishes as monsters' health increases, which is why you never see it being used in high-level gameplay, since other weapons and skills are of greater use in late-game content.

one is very early on in the game. your gear is pretty weak early on so new player can struggle dealing with monsters which can tank through your hits and barrage you with attacks nonstop. poison lets you get some extra damage in passively for monsters you really struggle with.
two like what was mentioned above are monsters with a lot of health getting a few procs of poison can really chip away at their health.
three is more for iceborne but it can give just enough damage to make what would be the second best weapon the best in solo play. in iceborne rathian weapons are one of the strongest raw weapons available but on pure stats alone they arent the best. however, with poison they become the best weapons once you add in the average poison damage you expect to get from the monster.
however, it gets weaker in multiplayer with how stat build up work. 4 people with poison weapons dont get 4 times the poison procs. you cant build up poison while the monster is already poisoned and with each proc the monster is more resistant. this adds variety where one hunter uses the best poison weapon, another the best blast, ect. example being the rath and zorah long swords in MR.
not going to go too deep into stat builds but generally you just pick the weapon with the stat you want and leave it there. outside of calculated speed run builds it isnt worth adding stat decos or armor skills with how quickly monsters get resistant to them. just hit the monster harder tends to beat out the more gimmicky stat builds so they tend to be treated as a bonus not the goal.
I was hoping they would do something like this, poison as it is is just terrible. The only time a monster gets poisoned is by a LBG user who can fire it.
