As for you OP, you have not provided any actual details, like your target framerate or the resolution you want to play the game at. Please make your questions more specific next time so people can give you meaningful answers. You're asking for help, so put some effort into making it an easier job to help you.
I played the game at 1440p and consistently above 60fps with my 1080ti and Ryzen 7 2700x, With the texture pack and without having to sacrifice any graphical settings that actually make the game look better. I had some things turned off because they made the game look ugly though, mainly volumetric fog, which also tanks the performance. So, you can turn it off and have your game look clearer and run better at the same time.

I have DSL era internet because american internet infrastructure sucks ass so I don't use the texture pack. Downloading anything bigger than 10gb is a multiple day commitment and from what I've seen the texture pack barely makes a difference anyway as MHW already has pretty visuals.

I'm averaging at around 100fps solid, and that's with 3 monsters on the screen at once.
I just had the CRAZIEST fight with Seething Basilgoose. Savage Deviljo as well as Brachydios kept coming into the fight creating a triple war zone. Even though dung was thrown at the monsters, they just kept coming back. It was a CRAZY.
