Well, my coral region already reached lvl 6 and he don't appears in the hunter notes of coral region of the guiding lands... don't have any assigned quests to do with the commander or others... I need to kill him

yes. he will appear in the notes after you encounter him for the first time.

Also be aware that if you level your Coral region to lvl 7 he will start showing up only as Tempered version, so you might not want to do that, so you can get more balanced first experience.

there is a way to reset it faster, switch map over and over until the guiding lands show monster that you wanted
