The Master Edition is what contains the base game and the expansion.
A blemish on Capcom is that they love cosmetic DLC. You'll see over $350 in just cosmetic stuff. There is no way to earn these in game. That said, there already is a lot of stuff to make you look cool in the game already.
Anyway, so you're saying I should just get the base game + expansion only right? The cosmetic stuff I should probably boycott for bad business practices right?
The Master Edition is what you want if you want all of the content.
As for whether to get deluxe stuff or other cosmetics, that's entirely up to you. It's your wallet.
