It should work as far as I know, but I'm not sure if it's worth running (depends on the matchup, elder dragons are immune to exhaust, and many are resistent, but if it's a tigrex or barioth for example, go ham ;D)

Someone correct me if I'm wrong, but I'm pretty sure it works

It works, but Exhaust Phials are NOT worth your time investing. When a monster enrages, Exhaust does nothing.

exhaust cause the monster to flinch and give openings for clutch claw.

It's not bad for solo play or if you're in a party going for it but it has antisynergy with agitator and the accociated playstyle. If you have somebody in your party who as soon as the eyecon turns yellow they clutch onto the monsters face and immediately enrage it then all your exhaust investment was pointless.

You can get a lot of damage onto an exhaused monster that keeps whiffing fireballs and falling over though.

As for elders - I've seen Nergi get exhausted, he stands there for a bit with his head to the side. Map icon shows him exhausted, doesn't seem to have much of an effect on him though. Why do people say they're immune?
