Using the amount of SOS to measure how many players mod and how much players are on pc is just an awful metric. Again, going back to my point, not every player has had the chance to unlock those quests.
Just to give you an example, Gold Rathian SOS is pretty scarce a few days ago (even right now it is still somewhat scarce) since not many people unlocked it in the GL. But once someone fires a Gold Rathian SOS, you can expect that quest to be filled up within 10 seconds.

the incentive is to have fun instead of mindlessly ko'ing the monsters every 3 seconds in solo
...which still happens in co-op the second you match with one other even remotely competent player
