It's the monster "class" of Tempered monster. If we were looking at Wildspire Wastes:
T1 = Bottom feeders, Barroth, Jyuratodus, Rathian
T2 = Stronger, dangerous monsters, Diablos, Black Diablos, and I guess Glavenus now
T3 = Elder Dragons such as Lunastra and Teostra, etc.
When you pick up tracks for Tempered monsters, it shows you between one or three purple flames. The more flames, the higher the monster is on the pecking order, so to speak. Their general difficulty, damage, health.
I.E a Tobi-Kadachi is much lower threat than a Rathalos, who in turn is a lower threat than Kushala Daora.
