what does T1, T2, T3 mean?

Threat 1, Threat 2 and Threat 3 are the different ranks of tempered quests. T1 and 2 are normal monsters. 3 is elders.

Threat Level 1, Threat Level 2, Threat Level 3.

Or, Tempered 1, Tempered 2, Tempered 3.

Or, Tier 1, Tier 2, Tier 3.

It's the monster "class" of Tempered monster. If we were looking at Wildspire Wastes:

T1 = Bottom feeders, Barroth, Jyuratodus, Rathian
T2 = Stronger, dangerous monsters, Diablos, Black Diablos, and I guess Glavenus now
T3 = Elder Dragons such as Lunastra and Teostra, etc.

When you pick up tracks for Tempered monsters, it shows you between one or three purple flames. The more flames, the higher the monster is on the pecking order, so to speak. Their general difficulty, damage, health.

I.E a Tobi-Kadachi is much lower threat than a Rathalos, who in turn is a lower threat than Kushala Daora.

Tempered are usually T3, but they have the little tempered flames which signal the tempered level of death you get.

its the danger lvl of a tempert monster for example a jagras would be T1, azur Rathalos T2, nergiante T3
you can see that on the tempert monsters ther are purple dots
