Where is the serious handler?

Ok ive been ignoring the final fantasy crossover for a year and never once touched the quest up until now. I decided to finish Iceborne first and then do the crossovers, but when i do, after i repelled behemoth, somehow serious handler was missing from astera? i heard that she was supposed to be in front of resource center and i cant seem to find her anywhere on astera.

Anyone know what happened? Or am i missing something here?

She is in Seliana, once you start with Iceborne. She should be right beside the Field Team Leader,
