They have the best chance of dropping from tempered elder dragons in high rank, or from any of the iceborne decos. Or from the elder smelter. I've gotten a couple from her.
again. what is your kill rate? You need to track it. observe a time here and there, and work to decrease it.
if you have a 30 minute or longer kill rate, this results in 1 kill per hour, meaning 1 roll on the decoration dice per hour. bad odds. you'd need several thousand hrs playtime to see the decorations at that rate.
if you have a 5 minute or shorter kill rate, you get ~12 rolls per hour on those dice in the same amount of time, and should see all your favorite decorations inside of 250-350hrs, assuming you work on the correct targets, and assuming you spend minimal time doing things that aren't fighting a monster.
people talk to me like 'omg hammer that kind of grinding is the worst' and dismiss this advice, but when you're back complaining at 1000+hrs that you still only have 3 attack jewels, i hope you remember this conversation.
there is no significant difference in decoration drop rates between t2 and t3, because you don't get to roll until you've spent time to kill the monster. and the rare jewel rate is about 8.7% (to obtain R7 or R8 deco, not including IB calculations.) for both. (Please spend your own time to search this, I'm not going to go find the 1 and 2 year old threads and spreadsheets to argue this point with you.)
from a broader statistical analysis, your main benefit to targeting t2 monsters is the lower hit point pools to result in faster kill times. kill rate is king. aim for a fast kill rate.
