Yes, the only thing Iceborne does is add new content. You can still do everything you did and have access to everything in the base game.

To be honest, you might not want to go back except for maybe the scenery every now and then. IMHO, the new town area is designed way better than Asteria.

*Astera, also there is some time where you must go there for a while.

Well there are a couple of Post game Assigned quests that become auto-completed if you hadn't done them yet. Which will prevent you from being able to do them yourself, as Assigned quests aren't repeatable.
