How do Guild Cards work?
Are they like a friends list or is it more just like an exchange of info. Is there any reason not to send or receive them?

Achievement and Collection purposes. They have no affect on the core gameplay.

They're kinda like business cards.

Sort of like a business card of the hunter you met. I think they add the player's palicos to your tailraider groups and possibly have them show up in the wild, but overall they have very little effect on the gameplay. There's no downside unless you count simply not wanting to go through menus to accept/decline them.

It can actually be automated now, even down to sending them your card as a reply.
Menu -> Info -> Guild Card -> Auto Accept & Reply

They used to function as a friend list in previous games, now we have steam and other tools for keeping track of that. Now they are monstly only useful for checking on your friend's progress and their achievements.
