Capcom doesn't care that people use mods, or "mods", but they also take no responsibility if you screw up your save file or something.
Capcom doesn't care - they're true neutral. Their stance is such that you're responsible for your own stuff when you begin modding, if say they cause you to lose a 1000 hour character due to an update on their end, they aren't responsible for it at all, etc.
Griefing and cheating and exploiting and generally being a little scab is purely restricted by each persons individual morals - and if they're visible enough to be detected and kicked, etc. Capcom has anti-cheat in place to try to prevent players from one shotting monsters, editing equipment to insane values, breaking monsters to pieces in one hit, etc etc, but all that does is CTD the game or kick you offline immediately, and is woefully ineffective against anyone who wants to grief others, sadly.
No bans have been documented, and honestly I don't think they ever will.
As far as the community goes, bear in mind, certain types of mods are somewhat taboo and not everyone appreciates people using them - in singleplayer no one cares at all knock yourself out, although plenty of people will use their right to express their negative opinion on X mod, sure - but using certain ones in multiplayer is always dicey and hit or miss.
tl;dr Capcom doesn't care, and there's nothing the community can do stop you either despite overwhelming disdain on the contrary, etc.
I've seen a lot of very serious issues reported by users that were caused by mods and these can't be fixed. Story progressions being broken, cutscenes not appearing and crashes are all issues that I've seen being reported and uninstalling the mods did not always fix them and the developers can't assist you either if the issue was caused by mods.
I'd recommend not installing them and just playing the game strictly vanilla to prevent any bugs and issues from ruining your playthrough.
It's anecdotal but I have been playing with mods for most of my time my time playing and I have never encountered an issue either ingame or online.
Can definitely confirm this: I have tried multiple times to report people who have obviously used hacks or cheats with definitive evidence that they cheated some aspect, but none of them have come to fruition (unless it takes months for a report to come through which it might)
Most cosmetic mods tend to be fine as far as I'm aware but I've recently seen an issue for example with a mod that made monster drops more visible.
It caused this particular users cutscenes to not start at all and there's no way to get these cutscenes back unfortunately.
It's so hard to determine whether a mod will cause an issue or not and the issues might not even be related to the content that the mod adds or changes.
You can take all the correct steps concerning the installation and downloading of the mod and still get these issues when playing.
My recommendation is not to use them as the risk is simply not worth it, though other people might disagree on that and find the risk to be worth it.
..and I'd never get banned or even noticed by anyone in an official capacity at Capcom HQ.
I'd end up blocked by A LOT of other Steam users though! I'd also not enjoy the game at all for what it was and get bored within an hour for sure - which I'm hopefully optimistic is the fate of most people who grief and cheat on this game anyway, removing them from the gene pool quickly (which is why you almost never see them)
anti-cheat/anti-tamper exists but people found a way around it after just 1 day and consistently update to keep mods working
