As for their effectiveness: it really varies by monsters but yes they can be.
Arena quests tend to have them.
That's how I filled out my crafting list.
Crafting the plain ones you find in the field from defeating Gajalaka and such are almost not even worth the time and effort with. They're always supply items so you can't even store them in your item box anyway, so the time and effort involved to make them is almost always a complete waste.
Use 'em if you're given them in the supply chest but otherwise just don't think about them any other time, like bouncing bomb barrels, the BBQ pit, the boomerang or the binoculars now we have the surveyor set built in.
It's a shame because tranq knives and poison knives would have been so much cooler than tranq and poison bombs.
Even worse when you consider some armour sets like Bazelgeuse and such are covered in throwing knives in their own little satchels and straps. I guess only Gajalaka know how to make actual functional throwing knives (they certainly know how to use them, little bastards) and Gastronome Tuna eat Gajalaka or something, lol.
