Update: with the program SuperF4 you can alt F4 anything and the program will force exit the application.
'Cause if that's what it is you press ESC or the corresponding remote button and go to the Quest Tab by pressing E once and with Arrow Keys or cursor, can go to leave quest/abandon quest and press Enter or click on one of them.
I hope that's what you mean 'cause if not I don't know what you're on about.

you hit esc, and navigate through the menu, and select leave quest or abandon quest.
or if your pc isn't a potato, use borderless windowed mode and just alt tab and leave it run and open 10 other windows, install a program, and play music.
also,TC can just alt+Tab to do PC things on his PC,while having his game running

People saying that I need to manually abandon the quest and then go back through the menu? Okay, but why? It should either just save all the progress, or warn me and let me exit.
Moreover, if someone is hitting alt*f4, then they could have serious need to get to the desktop, pronto. Disabling that function is just asinine. Citing reasons won’t help because it’s a basic thing.

Obviously, the simple solution to all of this, is just dont have multiple things running in the background while playing a game.
I would say though that there does seem to be a larger issue here. Everyone, and I mean everyone who plays Fallout 4 had a ♥♥♥♥ storm when they learned that Bethesda was forcing them to download content that was locked behind a paywall...
I would imagine that a game that locks you out of basic windows OS commands would receive the same level of scrutiny....even from fans of the series.
The only way to block windows OS commands, is to write code to actively block them.
Do people really want stuff like that on their computers?
That said, he brings up a very valid, much larger issue. One that has been becoming more prevalent over the years. Tech and Game companies not being transparent about what exactly gets shipped in their content.
