And yes if you attack the tail you help cutting, although your damage would likely be very low and the final blow has to be done with a sever weapon or slicing ammo.
Also if you hit any part of the body other than the tail with blunt weapons you will still apply exhaust damage which might end up make the monster run out of stamina and start drooling in place.

wasn't that one of the old games' mechanic that was changed for this game? just like carve/cap loot tables.
Pretty certain that's not at all the case in this game, otherwise I'd be able to easily cut tails with a single Dragon Piercer. From what I can tell, tails only take any part damage if it's severing.
The only thing that's ever type specific is tail severs - you have to have a cutting weapon.
The one exception in the games I've played (MH tri, MH3u, MHW), Duramboros' tail had to be broken off with a blunt weapon - it would not sever with a cutting weapon.
