Why are you talking about them as if they're the same thing, then?
A meta for speed running, you mean. Nobody except the speed runners care about how fast you can finish a hunt. Breaking all the breakable parts and cutting off all the carve-ables is more important than how fast you can go back to Astera imho, and doing too much damage to the monster before you can break all the parts can actually prevent you from doing that in the first place.
These are my opinions, the speed runners have theirs. Hence, subjective. You're pointing out that a meta exists, which is a fair observation. I'm just questioning who exactly that meta is meant for.
My favorite weapons (HH, Hammer) are both SS and S ranked up top, so...

Tier SSS - Long Sword, Dual Blades, Light Bowgun
Tier SS - Charge Blade, Great Sword, Switch Axe, Heavy Bowgun

However, outside of that, do not take this list to heart and feel as though the weapons at the lower end of the list aren't viable, when in fact they are 100% perfectly fine.
MHW has no game breaking weapons (An example was in the original Monster Hunter 1 for the PS2 the Black Dragon Spear a.k.a. the BDS was so overwhelmingly overpowered and it's effectiveness to produce what was termed "Headlocking" on the monsters made it dwarf all other weapons by practically a landslide).
Let me repeat that again, MHW has no game breaking weapons.
I encourage everyone who will be new to MH when this game hits the PC to please play and use the weapon of your choice.
So do not take this Tier List to heart, Nobody is going to hate on you within the game if you choose to pick a weapon that isn't "Top-Tier DPS."
All of the weapons were made to be unique with different Pros and Cons so that it would cater to multiple playstyles.
