The festivals cycle every 2 weeks iirc so probably yes?

You can also use mods to buy the items necessary to forge the layered armor if you don't want to wait.

You can meld your VIP tickets into the other tickets at a 3:1 ratio at the elder melder, too.

yes. just wait for the astral festival to reappear. they cycle each 2 weeks.

Mind you, there does not seem to be a particular order in which they rotate. The last two festivals we had were the same one: Spring Blossom/Full Bloom. I am still waiting for the Summer and Fall festivals to come around again.
