Killing stuff in GL increases the Region levels, at 4 you start finding tracks and fighting tempered monsters of higher threat. Doing that unlocks investigations.
As for High Rank, you need a specific Hunter Rank and complete a quest and then they'll unlock at a certain Threat. Kill those a couple of times and a new Quest should unlock that let's you find the higher threat etc.
But yeah, it's pretty much as prpl_mage said, you need a specific HR but tempered Tier 1 should show up right now, there's a event quest to grind those tracks i just can't remember the name.
Also, it's straining the limits of my belief that vanilla would have Arch Tempered Elder Dragons, but only 2 Tempered monster.

Gathering tempered monster tracks will eventually give you tempered monster investigations. The event quest mentioned above should work well, and you could also follow the tempered kirin/bazel to gather their tracks.

Well that just waxes my nipples. It also raises several questions about why there's a "Hunt a Tempered" Bounty, but then I remember how Capcom set up the multiplayer and I'm forced to conclude that this was one of the many decisions caused by the gas leak at HQ.
Investigations are the only way of killing tempereds if you dont want to keep killing bazel or kirin; or simply do event quests if they're up

As for your overall question. Tempered monsters was the End Game content of MHW, and since you have reached that point you get that bounty.
To make it a bit trickier the tempered monsters only show up in investigations so there isn't a "best" quest to take to farm. They are randomized, target monster, other monster present, time, faints etc. So variety! Fun! But downside, not a lot of quests to take off the bat.
They also released some Event Quests further down the line after release, most of them being the Elder Dragons and the Arch Tempered Elder Dragons being the END GAME content.
But shouldn't take long for him to complete it anyways.
T2 and T3 investigations are HR locked iirc.
