The "research commission ticket" from base game was available via doing all optionals and/or getting to HR100.
For "research commission ticket+", you just need to get to MR125 with the goldian and silverlos quest
For Iceborne it is do all optional quests pre dlc monsters or the goldian and silverlos q or the MR200 q. This gives the research commision ticket+
As for layered armor there are a few exceptions from what people have said above. The HR AT quests each have a set of layered armor, as well as a few event quests that also give layered armor. But yea, most of them are unlocked after you finish the Iceborne story and use guiding lands materials to craft.
Didn't know about the optionals for MR, but is there a secret quest like the one in HR, "White Winds of the New World" or sumthing?
