A portent of disaster

Am i the only one who has a problem getting a Tier 8 Quest called A portent of disaster?
According to what i found out, you have to max out the research level for 10 monsters. I've done it and still get no quest popping up.

Do you have a pending quest for the armory R&D? If so, it's possible she won't give you "A Portent of Disaster" until you complete it.

I also just found an old Reddit thread where someone says that the 10 monsters fully researched has to include Nerg, Zora, and Xeno.

Don't forget to also check and see if there are any quests at the Research Base.

If you have completed it via answering SOS signal, you won't get it since you've technically completed it. It happened to me with A blaze on the sand, check your equipments to see if you already have the apothecary mantle.

That's odd.. I have both Apothecary and Immunity mantle. But yet the Quests is not there under Optional Tier 8 quest. Glitch perhaps?

You can't replay optional quests that rewarded tools.
