I'm not sure, I thought it was, but unless OP has installed an additional language + keyboard onto his PC, that's the only thing I can think of that would put rune-like characters in his text box (or corrupt lang files).

Try right clicking on the game's exe, go to compatibility, click "change high dpi settings", then check the box that says "override high dpi scaling behavior" and select application.
