Using another armor as decoration?

Hey there, is it possible to make another armor visible on my character instead of the one im currently wearing. Its ugly. I want to be more pretty. Does this game have a transmog or skin option?

Yes, it does have a transmog feature.

However, this feature is only for Iceborne and unlocked once you reached the endgame.
There are some layers that can be unlocked prior to that though.

There are plenty of layered armor options without using Iceborne. You need to go to the smith and select layered armor. You can build some of them since base game.

But did the base game have any functional armor as layered armor options? As in armor crafted that has stats over, say, the Brigade or the Bushi sets?

Yes, the base game does have some functional armour as layered sets.
You can find the materials to make them by hunting down Arch Tempered Elder Dragons,

there were extremely few armors that had both a functional and layered version, such as the drachen and death stench sets, but almost all of the craftable armor was not available as layered until iceborne.
