Same thing happens in Iceborne, if your MR stopped raising, it means you have to clear a specific quest to unlock the cap.

As CookedMeat says, there are story quests you need to clear to lift soft locks on your HR/MR.
Don't worry, you are still gaining EXP, it's just hidden. The moment your friend finishes those quests, his HR will shoot up to where it would be if he had cleared them long ago.
