Are there many cheater/hacker playing online?
Was considering buying the game.

More likely none than a lot.
They most likely killed the game for themselves earlier on.
Anyways, they dont affect the game at all

Even if there are , they can't do anything to you.
Worst case scenario a cheater might kill a hard monster for you ,some pepole will treat it like a good thing , some like a bad thing , that is up to you.

I've got 950 hours in the game and have seen precisely 2 cheaters. I'd say that's an acceptable amount.

In 100+ hours i've only encountered one Cheater using a onehitkill Cheat

Yes, but most people just use cheats to access gear early. Stuff like one shot mods are pretty rare.

No cheaters, but many people using DPS overlay mods that will do nothing but brag about dealing 50% of the damage in a hunt while everyone else is constantly tenderizing, flinch shotting, using the heavy artillery for knock downs, and throwing lifepowder in a futile struggle to keep the DPS overlay guy alive because he didn't bring health boost to fatalis.

Totally not taking from personal experience.

I've played way over 400 hours, quite a lot of them online and with strangers, too, and have never encountered an obvious cheater. While that doesn't mean there are none, I would say the number is at an acceptable level.

Hard to say for sure but one guy I met had impossible arena times on his guild card which could have only been achieved through cheating. Though I don't really blame him or anyone else cheating the arena to get the coins, I tried 3 arena quests and it was complete garbage. The fact that it doesn't scale for solo play or it has matchmaking like the SOS for normal hunts makes it incredible tedious not to mention it takes away everything that is fun in Monster Hunter.

Are all the 999HR players cheaters or can you get it legit?

They are very rare based on my experiences. I have encountered 3 very obvious cheaters off the top of my head and I've been playing since the game has released on pc.
These were cheaters who had weapons that could oneshot a monster instantly due to their modified stats.
I wouldn't consider cheaters to be an issue most of the time given how rare it is.

The only noteworthy exception are the DPS overlay cheaters. Monster Hunter World doesn't have health bars but some cheaters use mods to show monster health values, player dps values and partbreak values. They sometimes post this information in the chat to spite others and it can be a bit annoying to see certain information that you can't see normally.
These cheaters are a bit more common but in general they are more of an annoyance, at least to me personally. You can always leave the hunt if someone starts posting cheated information during the hunt.

In general I would say that cheating in Monster Hunter World is very rare and not a factor during general online play. I wouldn't consider it to be a problem due to it's rarity.

cheaters are common but you can avoid them by doing the mhw gathering hub discord for your matches, and arrange your matches. cheaters/modders are banned from there automatically, so dont talk about your weapon reskin mods there.

but yeah, dont use sos to try to socialize in this game, you're asking for a cheater to come in and bomb your match.

bear in mind that if someone has end game fatalis stuff and comes to your LR hunt, they can almost one hit kill your monster, and if using greatsword and they do it right, they can one hit kill any monster below 10k hp, and that is 100% legit.
