Event quest not dropping VIP Fun Fright Tickets

Trying to get the layered armour set for this event and saw a guide online saying you could just keep repeating the MR1 quest "A Fish to Whet Your Appetite" to get tickets, ive so far completed the quest about 15 times and am yet to receive a single ticket, am i doing something wrong or is it just a stupidly low chance without the bonus given by the layered armour set

super low chance without the armor and even with the active skill still no 100% ratio
so you can easy end with bad luck

I don't know, if there is also a hidden mechanic, which increase the ratio with amount of already earned tickets.

How do people get the armour in the first place, even without trying to speed it by repeating mr1 quests, over the course of this entire event ive only gotten 4, which isnt even enough to craft a single piece of layered armour

The vip tickets seem to drop from every quest. I helped people out on their HR assignments and special assignments, and it gave me a vip ticket.

maybe you have to finish the iceborne story to get access to the normal armor

This is the first seasonal vip ticket that seemed to be a lower drop rate for me. I sucked it up and made the armor and swapped my weapons away from favored to take advantage of the armor. The tickets started happening for me and after about four or five days I got all that I needed.

To be clear I was basically only running quests to complete the dailies so I wasn't doing very much each day. Maybe three or four hunts a day. Meaning between 9 and 16 hunts with the armor on to get enough tickets for the armor, the deliveries for furniture, and two of the pendants. That should be a total of about 13 tickets so far. I have gotten a few more tickets since then and still have a few days to go.

They feel like a lower drop rate, but not too low to worry. Still in every other event, I was getting plenty of vip tickets without the armor, and the armor didn't have such odd skills that I was reluctant to use it so I often wore the armor and would have 20 leftover tickets after a week of hunts.

Just make the event armor and do the fishing quest to get plenty of tickets.

Forge the normal armor first with fun fright ticket. Use the whole armor to do flora frostbite, still drop rate is awful even with armor, usually around 1 per 4 quests for me.
Edit: Helping HR seems like it have decent drop rate

Just make the normal armor and use it to do fast quest like flora frostbite. It's the fastest way to earn vip ticket
