I don't know, if there is also a hidden mechanic, which increase the ratio with amount of already earned tickets.
maybe you have to finish the iceborne story to get access to the normal armor
To be clear I was basically only running quests to complete the dailies so I wasn't doing very much each day. Maybe three or four hunts a day. Meaning between 9 and 16 hunts with the armor on to get enough tickets for the armor, the deliveries for furniture, and two of the pendants. That should be a total of about 13 tickets so far. I have gotten a few more tickets since then and still have a few days to go.
They feel like a lower drop rate, but not too low to worry. Still in every other event, I was getting plenty of vip tickets without the armor, and the armor didn't have such odd skills that I was reluctant to use it so I often wore the armor and would have 20 leftover tickets after a week of hunts.
Edit: Helping HR seems like it have decent drop rate
