You must be MR 200+ to get to this quest, as there's one optional before this one that requires you to be 200+, called "Master Hunter of the New World."
To TC, you need to be MR200 and have completed several of the mantle upgrade quests (if not all, I don't remember) to unlock a new quest given to you by one of the NPC's in Seliana.
White = Not completed the vanilla story
Green = Completed the vanilla story
Orange = Completed every vanilla Optional quest (or perhaps just the HR 100 quest)
Blue = Owns Iceborne, or has reached MR 1 but hasn't completed the Iceborne story
Purple = Completed the Iceborne story
Yellow = Completed every Iceborne Optional quest (or perhaps just the MR 200 quest)
Note that Optional also includes Assignments as well, but that's a given, right? You can't open up all Optionals without completing the main story I.E the Assignments, after all!
You definitely need to be at least MR 200 though for the Yellow title, as I remember ribbing my friend relentlessly for flagging behind the rest of us and always having a Purple name, but I honestly have no clue if it requires every single Optional to be completed as well, it unlocks at MR 200 (it's the last of the MR 100+ milestone Optionals) for sure though.
Thinking about it, I think completion of all Optional quests never really unlocked anything, you got the Rainbow colour in vanilla for doing that, nothing in Iceborne if I recall (perhaps a pendant?), but I honestly can't say for sure if the Orange / Yellow titles were tied to completion or just rank anymore. They're almost one and the same regardless though - there's no reason not to complete every quest at least once along the way as they unlock...that's why you bought this game, right?
The MR200 quest IS what gives you the golden name, NOT completing all the optional quests.
Hymn of Moon and Sun (MR 125+)
Divine Surge (MR 150+)
The Storm Brings the Unexpected (MR 175+)
Master Hunter of the New World (MR 200+)

Regardless though by the time you unlock the final highest ranked HR / MR quest you probably should have completed every other quest available at that point anyway, which is why I didn't really feel the need to edit my post. Go figure.
