Can'r set up new camps

I can't set up any new camps. I've done everything I'm supposed to: I did the quest where that bird thing shows up, I go to the spots where the handler says you can set up a camp here, I go to the resource center, and there's no option to click on "Complete delivery". What's going on? I can't find any information on this.

The first camp at 11 in the forest? You have to complete the assigned mission to hunt the Kulu to get the camp open.

To set up new camps you need to find their locations and then gather matierials that you deliver to the resource center, you might not be able to find all the matials yet but it should show you the delivery quest in the resource center. Some of tem need bones or monster materials of monsters you will encounter later so you wont be able to get all camps immidiatly after the kulu mission
