Spawning a tempered Rajang in the guiding lands

Hello everyone.

I've been trying to fight this guy in order to augment my gear. I read that as long as one of your regions is lvl 7 he has a chance to spawn tempered. So far 5 tries (with lures as well) and no chance, always a normal one, is there something I'm missing ? am I supposed to lvl up one specific region to get him tempered ?

Tempered Rajang only spawns in lvl7 Volcanic region.
