If you play right with a good set up, you should be able to keep up to a dual blade user in terms of DPS.
That being said: Aerial Clutch is still useless. You absolutely 100% want Shaver Gem in your build to use IG. You're capable of jumping over a lot of fatalis's attacks, you can jump over the 360 one shot fire spin, jump over the cone flamethrower to hit the head, so on. You can even mount him (takes awhile though) and that's a free down for teammates to hit the head.
Mounting takes a long time as you've said, also, mounting is deadly if your teammates are inexperienced to a mounted fatalis, fatalis will attack more frequently, as in the tail gets a hitbox and that can 2 shot(or 4,depending on what attack, usually enough to 2 shot) whoever's thinking about tendering fatalis without knowing when is it safe.
That's with the other weapons, with the IG you just move up and down 4x. It'll flinch Fatalis 4x and trigger the finishing animation, he'll stay still the whole time
