Okay so I got this as an in-game item as a housing decoration, and it's claimed via my Housekeeper Palico, but where is it? How do I place or view it? Is it just a joke that it's an item and there isn't really anything there?

This item is only available in your house in Seliana (Iceborne DLC). It isn't available in Astera.

You have to go to the room customisation menu to be able to place the figures. They'll appear at the base of the stairs.
A couple of them are free, but the vast majority of them are paid content.
