cant SOS safi jiiva
i cant join any safi siege oder SOS in mine, they are just saying, that it is currently unavailable, so how can i fight it with others?

You need to join an Online Session with Safi'jiva.

Safi Jiva and High Rank Kulve Taroth are siege monsters. You can't fire an SOS. Only people in your session can join your hunt.

"Search for an Online Session" -> "Filter Search" -> "Quest Preference" -> pick Safi or Kulve.
