Stuck in Safi Recon
I have done all the pre-requisite quests, beaten Stygian Zinogre, beaten the recon at least 3 times now, and Safi is currently in rotation to be killed and sieged and I don't have the option to start my own siege if I want to.

I'm fairly certain I've already gotten the purple exclamation point from the Seeker because all he says now is, "Our objective is to slay Safi'Jiiva...." and "..."

The hell am I doing wrong here.

Considering that's the only place I can start Kulve/Safi sieges and do the Safi Recon in the first place, that is a silly question.

I'm pretty sure it is Kulve atm. So you won't be able to kill Safi until it is back.

The Safi siege "The Red Dragon" event quest is gonna be coming again on 9/24 - 10/08. The current siege right now is for Kulve Taroth.

Safi is NOT currently on rotation, it will be one 9/24.
