i even use the DB to slay the fatalis himself
but yes, for elemental builds, kjarr+safi is the best.
You should be bringing the bow with the monsters 3 star elemental weakness but there are monsters with hzv that are bad enough to make raw/blast worth using.
Technically, the HBG even manages to be meta for spread, but you have to ditch the shield, for casual play, burstcannon is still the go to, and on shorter hunts it can pull out ahead using wyvern heart, but just look at the world record run on Fatalis, they use the fatalis HBG with spread ammo :) the thing hits like a truck, I'm pretty sure the only raw damage it didn't steal the meta spot from was sticky, demonlord beastbuster still wins out there (bit buster still manages to be good at sticky, just not as good)
Fatalis is the new meta for all raw builds, both melee and ranged. Only exception afaik, are LBG and DB.
The former because pierce 2 in rapid fire is the only thing that Fatalis LBG brings to the table.
The latter because DB elemental builds outperform any raw builds by default.
Keep in mind, Fatalis weapons complement Fatalis armour super well, but both are quite jewel intensive. If you're short on jewels, I would suggest to craft only your favourite weapon from Fatalis. It's a pointless struggle to farm Fatalis for weapon and armour, if you don't have the jewels to slot.
