Your tiers are incredibly misleading. It implies best clear times when it's clearly not the case.
Imo, your best bet would be to ask yourself:
"How do I want to play?" OR "How do I prefer to play?"
In short, what "role" is your favourite? Tank, healer, DPS? And HOW do you perform this role better?
Do you prefer to stay mobile, or stationary? Do you prefer to be quick or ponderous?
Once you've answered this, find the weapon among the 14 which suits your answers better.

Switch Axe: My personal recommendation.
Positives:
Moderate damage in axe mode
Great damage in sword mode
Negatives
No innate defensive measures. Many other weapons have defensive options outside of dodges. Many weapons, like the Dual Blades, are able to dodge more frequently. Longsword has a counter move. Other weapons are capable of blocking, like Greatsword, Sword & Shield, Lance, and Gunlance. You have to fully rely upon dodging.
Horrid mobility in sword mode.
Somewhat slow.
Essentially, the SA is a great weapon for damage, but you have to commit to your attacks. If you're bad at dodging, prepare to get hit a lot.
Insect Glaive: Would not recommend for a new player.
Positives:
Decent damage.
Very potent at mounting monsters. Mounting a monster can knock it down for free.
Kinsect powders can give a variety of effects, from extra damage to a free heal.
Very good at applying elemental damage.
Negatives:
Bad defensive capabilities. You can dodge midair and vault into the air, but that's all it can do that the Switch Axe can't.
Requires great knowledge of the Monster to effectively gather the Kinsect Buffs, which are required for effective Insect Glaives.
Eats through sharpness like nobody's business. Unless you can obtain Master's Touch, you will need to find effective openings to sharpen.
Essentially, the IG is a good weapon, and is great for mounting. However, it requires a lot of knowledge of the monster to work effectively.
Hunting Horn: Would not recommend for a solo player.
Decent damage
Potent buffs for your allies
Negatives:
No innate defensive measures. While certain buffs can protect you, it is not nearly as good as a normal block.
Slow. If you initiate an attack, you need to commit to it.
Overall, the HH is a great weapon for ally support, but it's terrible in solo play. It's buffs are more effective when you have three other actual players.
Since youre a beginner it might be best to try out many different weapons and experiment a bit, but with that being said there are a few weapons that are a lot easier to play then others and these can be used as a stepping stone to the more difficult weapons.
They are great choices for a new player!
These weapons are ; Long sword, Sword and shield, Dual blades, Greatsword and Hammer.
I'd recommend trying these weapons out and see which one fits your general playstyle the best.
They each have their own distinct playstyle and they differ a lot from each other. Every weapon is completely unique!
As other users mentioned ; LS is the most popular weapon in the game and it's a favourite among new players.
Feel free to use the harder weapons as well, but keep in mind that these weapons can be a bit more difficult to learn and master then the once that I mentioned. The weapons that I mentioned are fairly straightforward and while they still take time to master, theyre not as complex as the other weapons in the game.
Don't feel obligated to main a single weapon as maining multiple weapons is actually a better choice. You can then switch your weapons according to the monster that youre facing and that can be a real blessing against the more difficult monsters!
I main 4 different weapons myself and it really helps if you can play multiple weapons well.
