It looks like it's still the same. It requires connection for the first time and after that it doesn't.
They had a bad launch so when you played offline it wouldn't save character because it was still server side saves. And Online was terrible at that time, since there were around 130k people trying to connect to servers.
The only reason i stopped playing was because i couldn't connect to server to play with friends.
Right now I just want offline, since I'll be playing solo.

Yeah, bonuses for connecting each day from Capcom. They aren't really that big of a deal to me. :/

Those are not even REMOTELY the same thing.
You can enjoy the game offline without an internet connection and the only thing you'll miss out on are the event quests.
The game has never had server side saving during it's lifespan.
I've been playing since the game launched on PC and this has never been a feature. Save files were always stored locally.
Your savefile is stored locally and the game will overwrite this file even when youre offline. You can progress through the game completely offline.
The safari cat lvl is also reduced during offline mode so you get less rewards from them and you get no daily login bonus. it shrinks from 1200 to 800.
