1.Beat the story and then reach Hunter Rank 49 to unlock this as a main assignment on the questboard. That’s all there is to it. Hunt large monsters after the story to rank up and you will get this quest. Beware, this is a tempered Kirin and one of the hardest fights in the entire game! So better bring a group of high-level players and put on that Thunderproof Mantle you earned earlier.
2.If you don’t want to wait until Hunter Rank 49, there is an easy workaround. Just go to the questboard and search for an SOS flare, set it to high rank and specify Kirin as the target. Then you can join someone else’s game. You don’t actually have to be HR49 for it, just the host needs to be. After having successfully beaten this quest it will turn into an 8-star optional quest on your board and can be repeated as often as you want (talk to biologist afterwards to unlock it permanently)."

In order for you to be HR62, you've already beat the unlock quest that features a tempered Kirin. This means that you missed the chance to farm that quest for Tempered Elder tracks, because that quest is the only "freebie" you get.
You now have three options for getting tempered elder investigations, the fast way, the slow way, and the Timed Event way:
The fast way
Rely on SOS flares to hunt Tempered Elders and collect their tracts.
If you keep responding to Tempered Elder Investigation SOS flares to help the host kill it and collect their tracks along the way, you'll eventually find your own Tempered Elder Investigation.
The slow way
Every map has 1 or 2 spots that will spawn Tempered Elder tracks. You need to launch an expedition to the map of your choice, run to the track and collect it, return from the expedition, and then repeat the process until you find your own Tempered Elder Investigation.
This process is very slow and repetitive, but its the only way for you to get it if you don't want to rely on SOS flares or Timed Events are unavailable.
Timed Events
Certain timed events give you access to either a quest that spawns a load of Tempered Elder tracks, or gives you the ability to hunt Tempered Elders or Arch Tempered Elders directly.
Right now, there is an Event Quest that gives you direct access to a Tempered Nergigante, Tempered Teostra, and Tempered Lunastra in a single quest. There are also Event Quest for AT Kirin and AT Vaal Hazak.
You can use these Event Quests, when available, to get right into the action. You should eventually get your own Tempered Elder Investigation over the course of doing these.
T1 = Barroth/Rathian tracks in Wildspire, Paolumu tracks in Coral
T2 = Pink Rathian tracks in Coral, Bazel tracks in Recess
T3 = Daora/Teo/Nerg tracks in Recess, Kirin tracks in Coral
Other alternatives:
- fighting tempered monsters through SOS (just search for 9* investigations) and breaking their parts
- doing the 9* delivery event quests
- doing the Thronetaker event quest and just following Nerg around to collect his tracks
