Optional quest red Completed and blue Completed
Like the title says, I've completed all optional quest. But some red Completed and some blue completed. Whats the difference? And some of the quest has three dots bubble next to it, like on the left side of the quest. The thing is, I've done all quest... I need help here

The bubble stands for "given by npc" so the cook or the smithy (or someone else.)
Blue completed stands that you've completed all the mission you've seen. Red completed means that you've finished ALL of the quests of that star rating.

How do I make all of them red completed? Blue stands for mission that I've seen? But there is not new quest for me to do anymore. No quest from npc anymore, its just done.

Maybe you are missing the Special Arena Quest?, you have to capture some monster in order to unlock the Special Arena Quests.
Here's a list of optional quests you have to complete in order to make every star level orange (bar the DLC ones):

Some of them are gated behind HR or other things you must do. That could be capturing monsters for special arena, reaching HR 100, fully researching 15 monsters, killing enough tempered elder dragons, killing enough threat 2 tempered monsters, etc. One thing to check - do you have all the specialized tools except the Temporal Mantle, which isn't yet in the PC game?

Also be sure to check for quests at the research base, too.

Blue completed are quests that you've completed for now, as you progress or unlock some specific from either NPCs or just by increasing your hunter rank, you'll gradually unlock more quests and eventually finish all of them, the final one for the "9 stared quest" section is unlocked after you reach HR 100 if im not mistaken.
The speech bubbles are quests given by NPCs that could progress to unlock even more quests, more gear, more harvesting materials or more ingredients in the canteen.

Red means all done including all those you have yet to unlock.

Blue means that you have done all you unlocked so far.
