Whats up with the two monster heart beats.,
Is one how tired they are and the other their health?

I am unsure about what you ask but... If you ask about the EKG under the picture of a monster, then:

The blue EKG means, the monster is in its normal state.
The orange EKG means, the monster is in its enraged state. More furious and aggressive attacks.

EKG levels:
► When you first attack the monster, you see its normal EKG. Full health and full stamina. (blue)
► As it loses health and stamina, this EKG beat getting smaller and smaller. When it becomes almost a straight line, the monster gets tired, so it will stand in once place till it regenerates stamina.
► When it beats like hell, it becomes orange. (Enraged state)
► You can capture the monster when its EKG is very close to a straight line, only tiny little beats in it. It can be either blue or orange.

At HIGH RANK quests, monsters are harder to capture. Their health need to be even more lowered. You know when a monster can be captured when their EKG is close to be a straight line during their enraged form (orange).

And the most easier way:
►When your monster runs away from you limping.
► When you see the skull on the map next to the monster's symbol.
100% capture rate.

Low heartbeat = normal mode
Eratic heartbeat = enraged mode

Neither are an indication of health

You'll see a skull if your scoutfly level is at max

Bonus capture tip: watch for special slinger ammo being dropped by the monster. It drops slinger pods at 30%/20%/10% remaining hp. When you see a second pod drop, it's time to trap.
